Since the 1950’s, tunnels are being built in the Netherlands. Rijkswaterstaat is the client for tunnels in the Dutch national highway network. Over time, both the clients’ role as well as the contractors’ role have changed and with that transition, the responsibilities of both parties and the allocation of project risks have shifted. Technical developments in tunnel installations have led to the design of a Dutch tunnel standard to provide a design aid to an integral design of tunnels.
