The Anderson Dam Tunnel Project is a high-priority, urgent project to protect public safety and ensure sustainable and reliable water supply for the Santa Clara Valley Water District in Santa Clara County, California. The objectives of the tunnel project are to provide a new high-capacity, low-level outlet enabling a quick and reliable means to draw down the Anderson Reservoir to facilitate the seismic retrofitting of the Anderson Dam so it can safely withstand a large earthquake. Construction of the tunnel is in challenging and variable soft ground and hard rock conditions through multiple faults in the dam's right abutment. The construction methods include multiple techniques including soft ground SEM excavation, hard rock drill and blast, and a mechanized 8-foot (2.5 m) diameter micro-tunnelled lake tap. COWI North America is providing construction management services to the water district to implement this critical infrastructure project scheduled for completion in 2024.
