ABSTRACT: Oslo, the capital of Norway, is one of the fastest growing cities in Europe. Today 90 % of the population in the city gets its drinking water from one reservoir and treatment facility. In order to increase the reliability and the robustness of the system, a new reserve water supply is under construction. The tunnel system is divided in three objects; a raw water tunnel, several tunnels and caverns for the water treatment plant, and lastly a clean water tunnel. The raw water tunnel and the clean water tunnel, almost 30 km in total, will be excavated by use of three TBMs. The project has begun excavation with drill and blast (D&B) in late stages of 2020, and the start of the first TBM is planned to take place by the beginning of 2023. The new water supply shall be in operations within the 1st of January 2028. This paper will summarise the geological conditions, the reasons behind the client’s decision of TBM as excavation method, the principles behind the client’s specifications for the TBMs and the specified lining concept. Some key principles of the contract and settlement format will also be presented.
