A Study of Worker Satisfaction and Soft Management Initiatives: A Case Study of Swat Expressway Tunnel Construction Project in Pakistan

Successful project delivery depends upon the workers' efficiency to much extant. A team of the motivated workforce is often more focused and perform tasks safely. Workers in tunnel construction projects face unique challenges such as confined spaces, shift work, no sunlight, and less supply of fresh air, etc. Workers involved in such projects may require special measures to get motivated for optimum performance. The purpose of this paper is to investigate the relationship between soft management initiatives and worker satisfaction. The authors implemented several interventions at a tunnel project—Swat Expressway Twin-tube Tunnel Project—in Pakistan. The interventions were termed as the Health, Safety and Environment (HSE) Initiative, the Site Management Initiative, the Administrative Initiative, and the Quality Management Initiative. The impact of these measures was studied by administering a questionnaire survey and conducting interviews. A random sample of 100 workers was selected that included project administration, technical staff, machine operators, and supervisors. The study showed that soft management practices had a positive impact on job satisfaction of eighty percent of the tunnel construction workers and supervisors. The study also found a 65 percent reduction in lost time, 75 percent reduction in absenteeism, 85 percent reduction in sick leaves, 55 percent of the workers' willingness to return to work after the long holiday season, and 80 percent improvement in the air quality. The paper discusses the details of the soft management initiatives and their impact on workers' performance.
