Implementation of a Geotechnical Instrumentation and Monitoring Scheme within Sensitive Urban Environment - A Case Study
The North–South Transmission Cable Tunnel (NSCT) is an $800 Million (SGD) tunnelling project constructed to meet the growing demand for power supply in Singapore. The Project involved the construction of a 6m internal diameter tunnel, totalling 18.5km in length at 60m depth. Along the alignment 8 shafts with associated adits and enlargements were built, using drill and blast methods, for launching and retrieving the Tunnel Boring Machines (TBM). At the height of construction seven TBMs were mining concurrently. The NSCT interfaced with a number of major infrastructure posing significant challenges to the implementation of a successful instrumentation and monitoring scheme. These included undercrossing the Deep Tunnel Sewer System and multiple live metro tunnels; factories with sensitive manufacturing equipment; and, tunnelling directly underneath a live dual 3-lane highway. The paper discusses the instrumentation plan employed during the works and the observed monitoring results. It explains how the team overcame several challenges posed by the various interfaces through early stakeholder engagement and effective communication and how new and emerging technologies, road prisms, were used to monitor critical items of infrastructure to allow for the safe construction of the works.
